Twine is the GUI version of Twee, an authoring system for creating choice-based, choose-your-own-adventure-style interactive fiction (although Twine's possible applications go far beyond that). Twine/Twee was the brainchild of Chris Klimas and is based on the open-source TiddlyWiki technology developed by Jeremy Ruston.
Twine is ideally suited to beginners and to non-programmers because it's easy to learn and free to use. Twine stories/games are highly portable and exist as simple HTML files that may be opened in any modern browser.
Perhaps the greatest proponents of Twine as a tool for making game design accessible to non-professionals have been Anna Anthropy and Porpentine. Their work has been a great inspiration to me, and their websites have proven to be essential resources.
